We keep it simple and charge by the number of vehicles photographed, not the number of photos taken.

We don't count the number of photos we take (unless requested).
If a high-end vehicle needs 40 photos, we shoot 40 photos.
If an old base model clunker only has 18 photos worthy of being taken, we shoot 18 photos.
Either way, you pay the same.
